It allows my 22 month old to float upright, and gives him the control for floating on his stomach or in a treading water position and also allows him to kick and swim. I've tried several other items and this is PERFECT for pool use. Every time he used it he became more confident in the water and now is comfortable swimming around. It is very well made and as long as you put it on properly it keeps him afloat wonderfully. An EXCELLENT toddler item for the pool!
